According to the legend, the Yunnan and Guizhou Plateau was a vast sea surging with high waves in the remote prehistoric times. The Yuannan and Guizhou Plateau emerged for the cause of the incessant crust movement. For the sake of God could the mysterious Xishui have its most intact life, compared with others om the same latitude, be preserved until the present days.
　　Xishui, known as Xibu and Xiguo in ancient times, was a tribe founded by a native resident“Pozu”in the time from 770 to 476 B.C In the ancient land more than 7000 years ago, our ancestors began living there. When the First Emperor of Qin unified China, for no control could be exercised over it, this so-called“South Xibu”was ruled by various kings there. At the time of Wudi of Han Dynasty, Tangmeng went as an envoy to the South Yue, and conquered this minority land without any barrel. In 111 B.C.,Pingyi County was tounded there. After the Shu and Han Dynasties, the border residents on the Chishui River were stilled ruled by Pingyi County. In the llth year of the reign of Jianxing (233 B.C.), Ma Zhong, when being an acting governor of Kangxiang, moved the seat of Pingyi County to present-day Qujing, Yunnan, and founded“Wei County”, which was, 300 years later, moved back to its former seat until the 4th year of the reign of Baoding of Northern Zhou dynasty in Southern and Northern dynasty period. Since the Tang dynasty, it belonged to Fu, Jian, or Dizhen, Zi and etc. In the 3rd year of the reign of Daguan(1109) Zi Prefecture was founded, which had control over Chengliu and Huairen Counties. In 1121, both the prefecture and county were abolished and superseded by Wudu, which, at the time of begging of the Yuan dynasty, came under the leader of the Bozou-led Jianguzizhou. In the 5th year of the reign of Hongwu, Tang dynasty Bachengguansi was founded, which was affiliated to Sichuan Administration (Province). In the 6th year of the reign of Yongzheng of Qing dynasty, Sichuan, along with Zunyi, was changed to be associated to Guizhou.
　　With a long history and profound cultures, the industrious and courageous people lf Xishui in time of the reign of Wanli of Ming Dynasty built in present-day tucheng and Xingmin Town ladders tor scaling, towers tor defense, passes tor resiest invasion, and granaries tor the tood of the people, such as the four military fortresses: Jiulongtun, Jinzitun, Tiancitun and Qidaotun. 400 years has passed, the dilapidated fortresses are still can been.
　　During the reign of Jiaqing Emperor, Yuan Jindao started industries at Sanchahe and built 48 factories altogether, such copper making, coin casting, iron, terrines, etc. To show off and acquire an eternal record of his meritorious deeds, Yuan Jindao started in the 15th year of the reign of Jiaqing Emperor to build Wangxiantai. Up until now, the Zhangwu Stone Sculptures, Grottoes at Sanchahe were still standing there intact, their inscriptions being still legible and human images lifelike.
